Hajjat Namyalo Condemns the Implementation of the Parish Development Model as a Total Mess

Hajjat Hadijah Namyalo, the Senior Presidential Advisor on Political Affairs in the Office of the NRM National Chairman (ONC) and also the Chief Muzukulu has condemned the implementation of the governments Parish Development Model (PDM) program across the country. She voiced her concerns while officiating at a self-help item distribution event as well as the empowerment and wealth creation event at Kantaare Playground in Rutengye Parish, Kashambya Sub-county, Rukiga District yesterday.

The event saw the distribution of various self-help items, including hair dryers, crop and animal sprayers, sewing machines, fertilizer and various crop seeds among many others to 700 organized groups. These tools aim to foster self-empowerment and entrepreneurial spirit among the youth and women of Rukiga District.

Addressing the residents, Hajjat Namyalo criticized the PDM’s implementation, describing it as heavily bureaucratic and disadvantageous to local people. “The Parish Development Model is a good concept, but its implementation is a total mess. It takes too long for individuals to access the funds. By the time the money arrives, where will the poor person be?” she questioned.

Namyalo revealed that due to the bureaucratic hurdles within the PDM, the Office of the National Chairman, ONC initiated its own empowerment programs to address the immediate needs of the people. She emphasized that her office is focused on grassroots empowerment rather than political maneuvering, despite facing discouragement and threats.

“I received many calls discouraging my journey to Rukiga. If it means to kill me, they will kill me, but I will fight for the poor people at the grassroots,” she declared. She stressed that her mandate, as directed by the President, is to identify and assist the poor, not to engage in politics.

Dr. Sylvia Arinetwe, the Deputy Director of National Water and Sewerage Corporation and a key stakeholder supporting the empowerment initiative, urged residents to embrace the National Resistance Movement (NRM) Party’s ideology, which includes patriotism, Pan-Africanism, socio-economic transformation, and democracy.

The event, organized by the Office of the National Chairman led by Hajjat Namyalo, is part of a nationwide series aimed at empowering local communities. The program concluded with a performance by popular artist Gravity Omutujju.
