Commissioner Fred Bamwine from the RDC Secretariat/ACU, Office of the President, has called for stronger collaboration and accountability among district leaders in Kanungu. Speaking at a mobilization meeting, referred to as a Baraza, Bamwine emphasized the need for effective service delivery and swift implementation of government projects to boost local development.
During the meeting, several district officials were commended for their exemplary performance, including District Commercial Officer Calebs Muhanuuzi Owomuhangyi, Deputy District Health Officer Kato Besisira, and District Education Officer Shaban Adam.
However, Bamwine also expressed concern over officials failing to meet their responsibilities. He warned that those who regularly absent themselves without proper justification would face dismissal, underscoring that the government provides sufficient salaries to ensure optimal performance.
One of the major issues discussed was the collapse of the tea sector in Kanungu, which has severely impacted farmers who rely on tea as a primary source of income. Byaruhanga Frank, a district leader, voiced concerns about how the sector’s decline is hindering economic growth. In response, Commissioner Bamwine vowed to raise the matter with higher authorities for urgent action to revitalize the tea industry.
The meeting also addressed ongoing challenges with the district’s electricity supply. Despite having a substation, several areas continue to experience inconsistent power. Bamwine assured attendees that efforts would be made to maximize the substation’s capacity and extend electricity to underserved regions.
In his address, Bamwine highlighted the importance of holding government workers accountable for the implementation of programs, stressing that any form of sabotage or poor service delivery would not be tolerated. He also encouraged the district council to draft bylaws targeting citizens involved in counterproductive behaviors like idleness, alcoholism, and gambling during working hours, which negatively affect local productivity.
Commissioner Bamwine concluded the meeting with a strong reminder that both government leaders and public servants have a responsibility to ensure the successful implementation of programs while maintaining discipline among themselves and the community.
