The Rukiga County Legislator, Hon. Roland Ndyomugyenyi, also known as Bish, has issued a stern warning to fellow legislators and leaders, urging them to cease showing sympathy towards those entangled in corruption scandals. Hon. Ndyomugyenyi emphasized the need for accountability and transparency, stating that leaders must be exemplary to the communities they represent.
Ndyomugyenyi made these remarks during Voice of Kigezi’s “Rukiko” radio program broadcasted from Kabale District, referencing a recent scandal involving the Parliamentary Commission’s leaked resolutions from May 2022. The leaked documents implicated several key figures, including former Leader of Opposition Mathias Mpuuga, who allegedly received 500 million shillings, while 400 million shillings each were reportedly allocated to Solomon Silwany (Bukooli Central MP), Esther Afoyochan (Zombo Woman MP), and Prossy Akampurira Mbabazi (Rubanda Woman MP) totaling to 1.7 billion Shillings.
Ndyomugyenyi asserted that leaders should spearhead the fight against corruption rather than align with corrupt individuals. Last month, on May 21st, members of parliament launched a motion to impeach the four commissioners implicated in the illegal sharing of 1.7 billion shillings of taxpayer money. By Friday, June 7th, 131 out of the required 177 signatures had been collected to advance the motion.
“If we are to be serious in the fight against corruption, it starts with you and me as individuals,” Ndyomugyenyi stated. He expressed disappointment towards parliamentarians who abstained from signing the censure motion, underscoring the importance of demonstrating to Ugandans that corrupt leaders are not tolerated.

Robert Kakuru, Executive Director of Kick Corruption out of Uganda, shared Ndyomugyenyi’s sentiments during the same program. He criticized MPs who refused to sign the censure motion, citing recent remarks by the President highlighting corruption issues within parliament and the finance ministry.
“Although some people defend these commissioners, the truth remains that they shared this money illegally,” Kakuru asserted.

Also present on the panel was State Minister of Finance, who is also the Rubanda County East MP. Musasizi acknowledged corruption as a significant issue for the NRM government, noting that it poses a major risk to the economy. He called upon various anti-corruption agencies, including parliament, the IGG, police, and courts of law, to fulfill their roles diligently. The Minister remarked that some individuals are inherently corrupt, making such behaviors challenging to change.

Theodore Ssekikubo, the mover of the censure motion, announced plans to disclose the number of signatures collected so far on the House floor on Monday. Ssekikubo expressed his disappointment with Workers’ representatives for not signing the motion, noting that the 1.7 billion shillings distributed among the commissioners and the then Leader of the Opposition likely originated from taxpayers’ money.
