Councilors in Nyamweru Sub-County, Rubanda District, passed a vote of no confidence against Sub-County Chief Naris Byamugisha on Thursday, June 13, for failing to present the 2023/2024 financial year report and minutes of the previous council session.
During the emergency council meeting chaired by Mugisha Medison, Councilor Byamukama Becker Musingize from Kyokyezo Parish moved the motion for a vote of no confidence against Byamugisha, which was seconded by Monday Justus from Kakyenega Parish.

Nyamweru Sub-County LC3 Chairman Alex Nkwasibwe accused Byamugisha of neglecting his duties, missing executive meetings and council sessions, and failing to present financial reports despite repeated requests.
Nkwasibwe also raised concerns about a debt of UGX 5,846,670 owed to the sub-county by Total Petrol Station since 2019, allegedly accumulated under the then sub-county chief, only identified as Vivian.

The chairman further accused Byamugisha of relocating the office from Nyamweru to Kabale without authorization and failing to produce a laptop purchased by the council.
Byamugisha presented a laptop with a census sticker, but councilors demanded a receipt to verify its authenticity.

Councilors Tushabomwe Gadson and Tusiime Edvina expressed dissatisfaction with the laptop and demanded seating allowances, minutes of executive committees, and a detailed report on the sub-county’s financial status.

Dan Owoyesiga and Oliva Arineitwe, representing Nyamweru Sub-County at the district level, vowed to escalate the matter to the Rubanda District Chief Administration Officer.
Dan criticized Byamugisha for calling councilors “malls” and urged him to respect their roles.
In response, Sub-County Chief Byamugisha Naris dismissed the allegations as baseless and politically motivated.
