Former Rubanda District Chairman LC5, Jogo Kenneth Biryabarema, has voiced his concerns regarding the government’s recent allocation of 1 billion Uganda shillings to each district for road maintenance.
Speaking at Kachenaga Church of Uganda in Nyamweru Sub-county, Rubanda District, Biryabarema highlighted the ineffectiveness of the allocated funds in improving the local road infrastructure.
In an ambitious move to bolster the nation’s road network, the Ugandan government allocated an additional 1 billion UGX to each district through the Land Fund for the fiscal year 2023/2024. This allocation was intended to supplement the existing funds provided through the Road Fund, ensuring that districts had ample resources to maintain and upgrade their roads.
However, Biryabarema expressed his dissatisfaction with the impact of this funding on Rubanda District’s roads, many of which remain in a deplorable state. “There is no impact of 1 billion shillings on Rubanda roads because many of them are impassable,” he stated. Biryabarema attributed the poor condition of the roads to voter bribery, which he claimed is undermining service delivery in the region.

Echoing Biryabarema’s sentiments, Eng. Julius Buzaare, a candidate for the Rubanda District LC5 seat in the upcoming elections, called for non-religious, development-focused elections. Speaking at the same event, Buzaare urged the electorate to prioritize development over religious affiliations when casting their votes. “Vote for development, not religion,” he emphasized.
