Rubanda RDC Cracks Down on PDM Irregularities, Arrests Parish Chief and Summons Key District Officials

Rubanda District Resident District Commissioner (RDC) Eric Ssewandigi has taken decisive steps against alleged corruption within the Parish Development Model (PDM) program, ordering the arrest of Kiyebe Parish Chief Tumwakiire Aliphosina and summoning Rubanda District Commercial Officer Moses Mukyiza and Ruhija Sub County Chief Elias Tumukuratire for questioning.

The actions followed allegations that these officials illegally registered non-residents as beneficiaries of the PDM program, a scheme aimed at supporting local development initiatives. It was alleged that Mukyiza enlisted a friend, Tumukuratire added his wife, and Tumwakiire included three people from Kabale District, all of whom received 5 million Ugandan Shillings (UGX) each under the program.

In a heated confrontation, Tumwakiire reportedly admitted to enlisting the non-resident individuals. These individuals, upon investigation, confessed to paying UGX 200,000 each to the PDM committee after receiving UGX 1 million. RDC Ssewandigi accused Tumwakiire of manipulating the PDM committee to ensure the inclusion of these outsiders, who then paid bribes in exchange for benefits.

The five individuals identified as improper beneficiaries are Akampurira Night, Akamumpa Mirachal, Kyomugisha Christine, Neema Evelyne, and Tumuhimbise Pricilar.

In a statement, RDC Ssewandigi emphasized his commitment to ensuring the integrity of the PDM program, which is designed to benefit the most vulnerable in the community.
