Counsel Eliab Naturinda Mporera, the Ndorwa County West MP hopeful, has publicly condemned Kabale Resident District Commissioner (RDC) Godfrey Nyakahuma’s decision to halt the Pre-PLE (Primary Leaving Examination) exams, which were underway across the constituency. Speaking on Saturday October 26, 2024 at a thanksgiving event for Miss Uganda 2024, Natasha Nyonyozi, held at St. John’s Kamuganguzi Church of Uganda Archdeaconry in Kamuganguzi Sub-county, Naturinda voiced his frustration with the directive that affected over 70 primary schools in Ndorwa West.
The Pre-PLE exams, sponsored by Naturinda, were meant to support students across eight sub-counties in preparing for the national exams. However, on October 21, RDC Nyakahuma instructed Gombolora Internal Security Officers (GISOs) to suspend the exams, even though many students had already completed the Mathematics paper earlier that morning looking forward to finish them the following day of 22nd.
Addressing the congregation, Naturinda expressed his disappointment, stating that suspending exams at such a critical time was a disservice to students’ educational development. He emphasized the essential role of education in securing Uganda’s future and criticized local leaders, including the district education department, for obstructing students’ learning. He referred to the move as a display of “jealousy toward the younger generation” and hinted at possible political motives behind the action.
Naturinda urged local authorities to prioritize education and serve as role models for young learners rather than obstructing their progress. Efforts to obtain comments from RDC Nyakahuma, who was present at the event, were unsuccessful as he declined interviews and left the function prematurely.
In a related incident, reports indicate that Minister David Bahati, through the Kabale RDC, has taken steps to block community events associated with Naturinda Mporera. Previously, Nyakahuma intervened to halt a football match organized by Simon Agaba, another Ndorwa West MP aspirant, directing UPDF and police forces to disrupt the match at Rubaya playground.
Sources also claim that Minister Bahati, alongside his associate Enock Kazooba, has restricted opposition voices by limiting microphone access at events where he is present. At a gathering in Kahungye Catholic Church earlier in June, Bahati reportedly warned that he would personally step in to limit his opponents’ visibility in the constituency if the RDC failed to take action.
